The Ombudsman Program introduced to the U.S. Navy on Sept. 14, 1970, by then-Chief of Naval Operations Adm. Elmo Zumwalt. In Z-gram 24, Zumwalt adapted his program from a 19th-century Scandinavian custom originally established by the king to give ordinary private citizens an avenue to express their concerns to government officials. Zumwalt recognized issues and concerns that are unique to Navy families.
